Description:  Stormwater runoff continues to be one of the great challenges of water pollution control.  It is a primary contributor to water quality impairment nationwide and is a major source of water pollution that is increasing in many parts of the United States.  As a result, stormwater regulations are also becoming more stringent to protect our rivers, lakes, streams, bays and oceans.  While traditional stormwater best management practices (BMPs) are projected to address a large portion of stormwater pollutant loading, exploration of non-traditional methods including emerging technologies and paradigm shifts are critical to meeting more stringent total maximum daily load (TMDL) requirements – for the Chesapeake Bay as well as other watersheds. This presentation will describe the traditional and non-traditional BMPs needed for NAVFAC Mid-Atlantic to comply with pollutant loading reductions required by the second and third permit cycles of their Municipal Separate Storm Sewer System (MS4) Phase II General Permit for their Hampton Roads Area installations.

Mr. James Kelly, P.E. is a Project Manager and Senior Associate at Michael Baker International, with over 12 years of experience in stormwater and water resources management, including the use of GIS for water resources and other environmental applications.

Mr. David Smith, P.E. is a Project Manager at Michael Baker International with 10 years of experience in planning and designing stormwater management and site improvement projects.
