About

Keeping track of the latest developments in infrastructure legislation and its effects on the environmental planning profession can easily become an all-consuming effort. NAEP has pulled together a group of industry experts to walk junior to senior-level environmental planners through the latest developments resulting from the recently signed Infrastructure Investment and Jobs Act and the Build Back Better bill. Topics will include tracking where money will be allocated, an explanation of the environmental considerations, and the effect on agency policies.

There will be a Question and Answer period so please bring your questions!

Fred Wagner, Esq.

Fred Wagner focuses on environmental and natural-resources issues associated with major infrastructure, mining, and energy project development. Fred manages and defends environmental reviews performed under the National Environmental Policy Act (NEPA) or equivalent state statutes. He works with public agencies and private developers to secure permits and approvals from federal and state regulators under Section 404 of the Clean Water Act (CWA), the Endangered Species Act (ESA), and the National Historic Preservation Act (NHPA). Fred understands the full range of issues surrounding U.S. Department of Transportation (USDOT) surface transportation programs, including grant management, procurement, suspension and debarment, and safety regulations. During his career, Fred has handled a wide variety of environmental litigation in federal trial and appellate courts across the country, from citizen suits to government enforcement actions and Administration Procedure Act (APA) challenges. 

Charles Nicholson
Senior Environmental Scientist
HDR

Dr. Nicholson is an elected NAEP board member and chair of the NEPA Practice. He is presently employed as a part-time Senior Environmental Scientist at HDR primarily serving as a NEPA advisor, document reviewer, and co-chair of the HDR Impact Assessment Group. In early 2017, he retired from the Tennessee Valley Authority where he most recently served as Senior NEPA Compliance Specialist. His previous positions at TVA included zoologist, wildlife biologist, and Endangered Species Act compliance specialist. He has managed the production of numerous environmental assessments and environmental impact statements for a wide range of actions. He is chair of his town's urban forestry commission and Sheltowee Trace Association board member. He has a B.S. degree in Wildlife and Fisheries Science from the University of Tennessee, a M.S. degree in Wildlife Management from the University of Maine, and a PhD in Ecology and Evolutionary Biology from the University of Tennessee.

 

Caroline Levenda, QEI
NAEP At-Large Board Member

 

With several years experience in the industry and a strong background in the environmental practice, Caroline has gained extensive knowledge of environmental policy and regulations for projects needing remediation of soil and water, environmental planning in transportation, national environmental policy act implementing procedures, monitoring and sampling for permit compliance, and technical and quality control and assurance. Caroline’s experience also includes project management, data analysis, and reporting as well as process improvements to allow the achievement of key operational objectives and corporate vision.
