Reducing the Chesapeake Bay Dead Zone

About the Session

This session will consist of a panel discussion on the feasibility of using compressed air to infuse oxygen in the deepest parts of the Chesapeake Bay to greatly reduces or eliminate the Chesapeake Bay Dead Zone. Capital, operating, and maintenance costs will be discussed as will specific project details. The panel will open with a presentation of the analysis used to evaluate the feasibility of the project, and panelists will discuss potential obstacles to implementation and the pros and cons of using aeration to supplement existing Chesapeake Bay Program activities.

About the Presenters

Daniel P. Sheer

Dr. Sheer has over 40 years of experience in integrated management of reservoir systems, systems operations, modeling water supply operations, especially using optimization based simulation models. He has been a pioneer in the field of computer-aided conflict resolution in water resources.

Dr. Sheer has authored and co-authored multiple technical papers and articles, including two award winning papers on collaborative modeling and risk assessment. He holds a patent relating to OASIS, a multi-objective optimization based simulation package designed to support computer aided disputer resolution in water resources. OASIS is used to help manage river basins and water supply systems that serve a substantial portion of the U.S. population. He was honored with the ASCE Julian Hinds Award for Meritorious Contributions to Water Resources Development in 2017.

Dr. Sheer earned a Ph.D. with Distinction, from the Department of Geography and Environmental Engineering from the Johns Hopkins University in Baltimore, Maryland, 1975, and has a B.S. in Natural Sciences, 1971, from the same institution. He is a Professional Engineer, State of Maryland. He was a founding member of the National Research Council Water Science and Technology Board.

Dr. Boland is an engineer and an economist, specializing in water and energy resources, environmental economics, and public utility management.  He is currently Professor Emeritus at the Johns Hopkins University, Department of Environmental Health and Engineering.  Dr. Boland has advised numerous utilities and government agencies throughout the world as well as a number of international agencies.  He has served on many committees and panels of the National Research Council, including one term as chairman of the NRC's Water Science and Technology Board. 

Jeremy Testa

Dr. Jeremy Testa is an Assistant Professor at the University of Maryland Center for Environmental Science, Chesapeake Biological Laboratory in Solomons, Maryland. Dr. Testa’s interests reside within the field of coastal marine ecology, with an emphasis on the processes of eutrophication, nutrient cycling, and dissolved oxygen dynamics. His research group is especially interested in the interactions between biological, chemical, and physical processes in coastal ecosystems, using a combination of experimental efforts, historical data analysis, and coupled biogeochemical-hydrodynamic modeling studies. Dr. Testa’s recent research is focused on the effects of artificial oxygenation on nitrogen and phosphorus cycling and linkages between eutrophication and ocean acidification in estuaries.
