About the Session

This session will present several perspective on efforts to expedite or “streamline” NEPA reviews, stemming from recent administration and agency directives and guidance.  Presentations will include a discussion on how best to manage virtual project teams in the face of streamlining schedule pressures, an overview of electronic mapping and other online environmental data tools that will help improve the efficiency of permitting for complex projects; and a case study examining streamlining solutions for a rail transit project in the Pacific Northwest.

Kent Hale, Sound Transit

Kent Hale is Sound Transit’s Environmental Planning Manager, the regional transit authority serving the greater Seattle metropolitan area. With over 20 years of experience in environmental consulting and public sector service, he oversees the agency’s environmental permitting and environmental reviews under both NEPA and the Washington State Environmental Policy Act (SEPA) for high-capacity transit projects. Other experience includes land use and transportation planning, natural resource management, and policy development.
