Joe has more than 25 years of experience serving clients throughout F lorida in environmental matters. Previously, Joe served as Director of the Florida Department of Environmental Protection’s Division of Waste Managem ent (DWM). Before practicing law, Joe worked as a registered professional e ngineer for almost 10 years. He managed hazardous waste, petroleum, and dry cleaning cleanups in the southeastern United States, oversaw environmental compliance for private manufacturers, and assisted with wastewater infrast ructure evaluations at federal facilities. Since 2009, Joe is also a regist ered patent attorney and assists clients on intellectual property matters e specially on relation to green energy technologies, water treatment, or rem edial technologies. Joe is a Board Member of the Tallahassee Area Associati on of Environmental Professionals.

Kathryn B. Rossmell’s practice focuses on land use, environmental, local government, and natural resources law. She represents private clients on land use matters including comprehe nsive planning issues and land development regulation application, drafting , and implementation; public and private clients on natural resources permi tting issues; clients challenging and defending National Environmental Poli cy Act (NEPA) compliance; as well as civil litigation for public and privat e clients for matters within her practice areas. Kathryn is Chair of Florid a Atlantic University’s Pine Jog Environmental Education Center, where she was recognized with the 2020 Young Professional of the Year Award. She is a Past President of the Treasure Coast Chapter of the Florida Association of Environmental Professionals and in 2020 she was awarded the Treasure of th e Chapter Award for her exemplary dedication to the success of the chapter.
