Environmental Consulting for Brownfields in North Carolina This session will provide a practical overview of Brownfields redevelopment in North Carolina, including how the NC Brownfields Program works, key benefits for developers and communities, and current trends in risk‑based cleanup. Presenters will highlight real‑world case studies to illustrate common challenges and successful redevelopment strategies. Attendees will gain insight into navigating the State and federal brownfields pathways, coordinating with NCDEQ, and delivering safe, economically viable reuse of contaminated properties. Lunch: 11:30 AM Presentation: 12:00 PM Speakers: Sharon Poissant Eckard, PG Supervisor for Eastern District Brownfields Redevelopment Section North Carolina Department of Environmental Quality Sharon Poissant Eckard, PG, is a hydrogeologist with nearly 40 years of environmental industry experience and has spent the past 18 years serving in the North Carolina Brownfields Program. Sharon currently leads the Eastern Branch of the Brownfields Redevelopment Section, overseeing complex redevelopment projects and guiding communities through the safe reuse of contaminated properties. Sharon’s career includes consulting roles with Dames & Moore, environmental remediation management positions with General Electric and Pacific Gas & Electric in the San Francisco Bay Area, and founding her own consultancy after relocating to North Carolina. Before joining NCDEQ, she also established and managed the Raleigh office of a regional environmental firm. Sharon is a strong advocate for Brownfields redevelopment as a practical and impactful intersection of hydrogeology, risk management, and economic revitalization. Sam Watts, PG Vice President + Principal Geologist S&ME, Inc. Samuel P. Watts, PG, is a Principal Geologist and Environmental Consultant with over 30 years of experience in Brownfields redevelopment, environmental assessment, and remediation across the country.
