New North Carolina Initiatives in Climate Change and Clean Energy—Executive Order 80

On Monday, October 29, 2018, Governor Roy Cooper signed Executive Order 80, which highlights his administration's commitment to both address climate change and to lead North Carolina’s transition to a clean energy economy. The EO affirms North Carolina's commitment to the United States Climate Alliance and the We're Still In campaign to reduce statewide greenhouse gas (GHG) emissions to 40% below 2005 levels by 2025, exceeding the GHG reductions required by the Paris Agreement. The Order also calls for an increase in registered, zero-emission vehicles (“ZEVs”) in the State to at least 80,000, as well as a 40% reduction in energy consumption in state-owned buildings. Lastly, the EO directs agencies to evaluate the impacts of climate change on their programs and operations and then integrate mitigation and adaptation practices into those programs and operations. The EO also aims to provide support to communities and sectors of the economy that are vulnerable to climate change and enhance the State's ability to protect human health, life, property, the natural and built environment, cultural assets, and all that is worth protecting in the Tar Heel State. 

Jennifer Mundt, the Energy Director in the Department of Environmental Quality, will work alongside her colleagues within and across agencies, the private sector, and NGOs to implement the directives of the Governor's Executive Order. Jennifer has been on staff with DEQ since April of 2017, and is responsible for energy programs like the work of the State Energy Office and the Weatherization Assistance Program and for developing policies for on- and offshore energy development and natural gas pipelines. Before joining the agency, Jennifer spent over a decade as a nonpartisan senior legislative analyst for the General Assembly, where she drafted many of the laws that she and her DEQ colleagues implement today.
