Environmental review of greenhouse gas (GHG) emissions in California has evolved since 2010, when GHG emissions analysis was first incorporated into the California Environmental Quality Act (CEQA). Court cases and improved threshold methodologies have shaped the current landscape, yet the absence of consistent guidance from agencies and the threat of legal challenges test Lead Agencies’ ability to meet increasingly aggressive statewide goals and local/regional climate action plans. The California Association of Environmental Professionals (AEP) Climate Change Committee has developed proposed solutions in a forthcoming white paper. This panel will discuss the evolution of GHG emissions analysis in CEQA and provide solutions.

Laura Thorne

Laura Thorne is a Performance Improvement Consultant. She helps today’s Visionaries and aspiring impact leaders become Actionaries, leaders who see the change they want to see in the world and are able to bring it to life. She has over 25 years experience in management, executive board leadership, creating and managing programs, and helping others succeed. As an Actionary she is both a big picture person and highly-skilled technically. She has developed programs for international companies, managed and created programs, written awards for excellence, and helped companies of all sizes make a bigger impact.
Laura holds a BS in Biology from the University of South Florida, is a certified Project Manager, certified Lean Six Sigma Green Belt, is a certified career coach, and serves on the board of the National Association of Environmental Professionals. When she is not consulting or coaching she is teaching photography, curating art shows, hosting visitors in her unique Airbnb, or traveling.

Michael Hendrix
Chairperson, AEP Climate Change Committee 

Michael Hendrix is one of the State’s leading air quality scientists.  He is the recipient of AEP’s "Professional Achievement Award” for innovative Air Quality and GHG Mitigation Programs for projects that provide comprehensive air pollutant reduction measures throughout the life of a project.  AEP specifically recognized that “his commitment to balancing the need for industrial, commercial and residential development projects in the State with the reduction of air pollution is evident through his dedication to air quality evaluations and mitigation that significantly reduce air pollution generated by the expansion of these markets.”  Michael regularly meets with the California Air Resources Board (ARB), the Governor’s Office of Planning and Research (OPR), and the Attorney General’s Office providing guidance in how to affectively analyze and plan for GHG emission reductions.   Mr. Hendrix is the current Chairperson for the AEP Climate Change Committee.


Jennifer Reed
Air Quality Services Manager, Dudek

Jennifer Reed leads Dudek’s air quality services team and has over 13 years’ experience. Ms. Reed specializes in air quality, GHG emissions, health risk assessment, and energy technical analyses, and continues to be on the forefront of evolving science, emissions modeling computer programs, and regulatory framework. She has been responsible for the management, analysis, and technical leadership of numerous public and private development projects subject to compliance with CEQA and NEPA. In addition, Ms. Reed teaches an air quality and GHG emissions course for UC Davis Extension and has demonstrated success in relaying technical analyses in a way that is easy to understand.


Rich Walter

Rich Walter has 22 years of experience in environmental planning, compliance, permitting, mitigation and implementation. Rich is the leader of ICF’s California municipal climate action planning practice which supports local and regional agencies on greenhouse gas (GHG) emissions and climate adaptation.  ICF’s municipal climate action planning team has developed municipal and community climate action plans across California, GHG inventories for hundreds of communities across the U.S., general plan policies addressing climate change, cost-benefit analyses of emission reduction strategies, studies of adaptation to sea level rise, as well as numerous California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documents addressing GHG emissions and adaptation.  Rich is currently leading ICF’s team preparing GHG reduction plans for 9 jurisdictions in Sonoma County, Marin County, Los Angeles County and Oroville. Rich was also a key author for the California Air Pollution Control Officer’s Association (CAPCOA) white papers on CEQA and Climate Change and on Climate Change and General Plans.
