HAEP is pleased to announce our upcoming presentation on a storm water utility on Oahu with speakers Juli Beth Hinds of Birchline Planning, LLC and Ross S. Sasamura and Randall Wakumoto of the City and County of Honolulu Department of Facility Maintenance.

Please join us on Thursday, March 19, 2020 at the Oahu Country Club (OCC) for this event. This will be a catered lunch event at OCC and is available to both HAEP members/non-members as well as students, so please feel free to pass this invitation to anyone who may be interested.

The City and County of Honolulu's Proposed Storm Water Utility”

Summary:
In 2015, Hawaii’s state legislature passed legislation that allows counties to establish storm water utilities. The City and County of Honolulu’s Department of Facility Maintenance (DFM) is managing Honolulu’s study of options for a storm water utility and fee structure. DFM has completed the initial cost of service assessments and a draft rate analysis, which will be shared at this meeting.  A Stakeholder Advisory Group and input from a series of 18 community meetings is providing DFM with input on the types of services to be provided by the utility, options for a balanced and equitable fee structure, and desired types of credits. 

Input and questions from HAEP lunch forum attendees are welcome and encouraged.  The project website includes a short video, email sign-up, dates and locations for community meetings, and materials from all Stakeholder Advisory Group meetings:  www.stormwaterutilityoahu.org

Main Speaker:
Juli Beth Hinds is Principal of Birchline Planning, LLC, specializing in consulting for municipal, State and federal agencies on planning, stormwater and wastewater management, water conservation, watershed protection, and regulatory strategies. She served for over a decade as a community development director and stormwater utility manager. She is a research associate and professor in the Urban Studies and Planning program at the University of California San Diego. JB and her husband Nick love to fish, golf, and attempt to keep up with their four grown children and their norfolk terrier, Ahi.​
